convenience as to adnitting people or not.

(b). There is a Clerk in the Registry who bears the title of

Chief Justice's Clerk: but he is in the Registry with work to do there,

and it is impossible to withdraw his permanently to do what a Secretary

shouli jo. Moreover as the Registry is at the other end of the passage

he is not readily accessible, and I have to send my coolie for him, and

if the coolis is absent 1 have to go to the Registry myself to fetch

hir.

(c). The same thing happens when I want any books from the

library. The Chief Justice's Chambers has practically no books, and he

is obliged to use the Court Library (which is called in error the

"Judge's Library). This is also at the other end of the passage, and it

is obvious that the Chief Justice cannot go to the Library to consult

books of reference when Barristers and Solicitors are there. When it

is necessary, as it often is, to consult books during the mil-day

adjournment of the Court, it not infrequently happens from one cause or

another that I am absolutely unable to get ther.

In these three respects I cannot help comparing

the comfort with which the four Judges in Mauritius are surrounded,

with the discomfort which the Chief Justice in Hongkong has to put up

with. There, not the Chief Justice only but the three Puisne Judges

have their personal clerks each in a room adjoining the Judge's room. They are specially chosen by the Judge himself, are of good social

position, and receive a salary of Rupees 3,000 per annum.

In hongkong a Private Secretary is even more necessary from another point of view than in Maurilius, for the Chief Justice has many social duties to perform which do not arise in Mauritius: such as calls on "oreign Consuls, and Ships of war. Foreign- -ers attach a considerable importance to these social attentions. The General has his Aile-de-Camp, and the Commodore his Secretary; but the Chief Justice, who ranks above the Commodore, has no one who can
